Unlike commercial cell phone directories, this directory is free because cell phone owners voluntarily submit their numbers to these entities. On the directory website, enter the person's first and last name and state of residence. Click 'Search.' If the person has submitted his Verizon phone number to the directory, it will come up in the results.
3. Enter the person's name, enclosed in quotes, in your browser's search bar. Follow that with the word 'phone' or 'telephone.' See what information comes up in the search results. It's possible this information is listed in an online publication. The person may have published his cell phone number for business reasons or made it accessible online for some another reason.

1. Log onto the Better Business Bureau website (see References section). For the home page of this organization in the United States, select the 'USA Site' link.
2. Click on the 'Check Out A Business Or Charity' button to begin your search. Select the 'Phone, URL, Email' tab.
3. Enter the toll-free number in the appropriate field and click the 'Search' button. Search results will yield company information, including the name, address and owner.

4. Log onto the White Pages website (see References section).
5. Enter the toll-free number that you are inquiring about into the appropriate field and select the 'Find' button. Search results will yield information regarding this number.
6. Log onto Any Who (see References section). This is a reverse number look up service powered by AT&T. Select the 'Reverse Look up' link located at the top of the web page. Enter the toll- free number in the appropriate field and click the 'Find' button. Search results should yield any information linked to the phone number.
