Even the reverse lookup websites promising free service will charge some sort of fee for complete information, but you might at least get a name for free.
Call the Phone Company
If there is a number on your phone bill and you're not sure who it belongs to, call your telephone provider and ask for the information. The provider will give this information if the number was dialed from your home. However, the company will not release this information for random requests.

Don't discount the obvious. Call the number to find out who it belongs to. Explain to the person on the other end why you are calling.
