How to Make a Free Phone Call on Cable

1. Download and install Skype. This program lets you make free phone calls over cable to other people using Skype. Skype has video capabilities, too, so you can see the person you're talking to if you both have webcams.
2. Download and install Yahoo! Messenger. The messenger program lets you call and talk to other Yahoo! users. It also has a video option so you can see the person you've called as well.
3. Install the program iCall. The iCall program is available for your desktop computer, iPhone and even in a web browser without installing the program, though this service is still in beta testing as of 2010. the program uses VoIP technology to connect your computer to phone landlines.
